No power lines!? (Open)

Kai stood angry before the park manager. "What do you mean I can't get a permit to built on this land!? Airia needs power and by blocking my efforts to run power lines through here your denying the people their energy!" Kai said loudly to the park manager. "But, this is a park. It's a sanctuary for animals and nature. You can't just run some big dirty power-lines through here! It will disturb the peace." the manager responded. This only got Kai angrier He stomped his foot in anger and said "Gah! Stuiped nature! What good has it done you anyway!? Nature is only valuable when you use it for something! There's no point to just letting it sit around!" However, what Kai did not understand was just how much of a scene he was making. People had already turned away from their business and began to watch his ranting, and it was only a matter of time before somebody spoke up...

Zero walked inside the park, and saw a commotion going on near the entrance.
When he went in he got a closer look at the people who were making it.
Hey, isn't that the pikachu that was in the library the other day, what is he doing here?
He then moved towards the middle, and got shoved by someone, and was pushed towards the two.

He got looked at and started talking under peer pressure of being watched.
"what's happening?" He couldn't mutter out much else, as there were a lot of people, and he didn't really liked to talk much against strangers.

"Whats happening? I'll tell you what's happening. This guy won't agree to my deal to buy land in the park to put power lines on. He keeps saying that it would disturb the natural harmony and cramp the vibes and some other hippie crap..." Kai responded.

Zero though about it, and tried thinking up a solution to please both sides, and it seemed hopeless, until he got an idea.
"Underground powerlines?" He was suggesting that the powerlines would go, below the park, and not through it, this way there would be no way that the nature would be harmed, and the power could still get to the other side.
